In a competitive dialogue the buyer knows what it wants to achieve but not how. So it holds a dialogue with the selected candidates to find one or more solutions, and only then asks for final bids.
When it applies
On the same grounds as the competitive procedure with negotiation (Art. 73(2) of the Public Procurement Act). In defence and security – when the tender is particularly complex.
How it runs
- A notice and a descriptive document with the buyer's needs.
- Requests to participate and pre-selection.
- Dialogue with the invited candidates – it may be in stages, narrowing down the proposals.
- An invitation to submit final bids based on the solutions from the dialogue.
- Evaluation, decision and contract.
Award criterion
Only the best price-quality ratio. The buyer may provide prizes or payments for the participants in the dialogue.
Deadlines
| Stage | Minimum deadline |
|---|---|
| Requests to participate | 30 days (for sector buyers – 15 in urgency) |
> Tip: The dialogue is a chance to show your expertise. Prepare as for a meeting with a client – with examples, options and arguments for the price of each option.
