A design contest is used when the buyer wants to choose the best idea, not the lowest price – most often in architecture, urban planning, engineering and design.
When it applies
It may be a stand-alone contest with prizes, or it may precede a service contract awarded to the winner (then negotiation without prior notice follows). The full procedure applies from a value of BGN 100,000 (€51,129.19) upwards (Art. 20(1)(5) of the Public Procurement Act).
Who can take part
Participation cannot be limited by nationality or legal form. The contest may be open to everyone or restricted to candidates invited after selection.
How it runs
- A contest notice with the terms and the prizes.
- Submission of the designs – anonymously, to guarantee impartiality.
- An independent jury evaluates the designs by the announced criteria.
- Ranking, prizes and – if provided for – negotiation with the winner.
The detailed rules are in the regulation implementing the Public Procurement Act.
