A dynamic purchasing system is a fully electronic “list of approved suppliers” that stays open for its whole term. Unlike a framework agreement, new participants can join at any time.
Main rules
- It is open to anyone who meets the selection criteria – free of charge and with no limit on the number.
- The buyer decides on a request to join within 10 working days (up to 15 if additional checks are needed).
- It is not used in defence and security.
How it runs
- A notice setting up the system; the initial deadline for requests is 30 days.
- The admitted participants get an invitation for each specific contract.
- The specific contracts follow the rules of the restricted procedure; the bidding deadline is at least 10 days or agreed with all admitted participants.
> Tip: If a buyer in your sector has an active system, apply to join at once – afterwards you will receive invitations for every contract in it.
