With an invitation to selected persons the buyer does not publish a notice for everyone but sends an invitation to parties it has chosen. The invitation is still published in the Public Procurement Register.
When it applies
Within the value limits of the collection of offers by notice and only on the grounds in Art. 191(1) of the Public Procurement Act, for example:
- no offers were received under the notice;
- the tender can be delivered only by a particular party because of exclusive rights;
- urgency – the contract must be signed within 5 working days;
- goods for research or development;
- additional supplies;
- purchases on a commodity exchange or on particularly favourable terms.
For the bidder
If the invitation was sent because there were no offers under the notice, the buyer also considers offers from parties that were not invited. Watch the re-announced tenders in your sector.
The Public Procurement Act sets no minimum deadline for offers – it is in the invitation.
