The collection of offers by notice is a simplified procedure for smaller tenders. It is the easiest way for a small company to start taking part: the deadlines are short, there are fewer documents and the competition is often weaker.
When it applies
When the estimated value is within the limits of Art. 20(3) of the Public Procurement Act:
| Type of contract | Value excl. VAT |
|---|---|
| Works | from €40,903.35 to €153,387.56 |
| Supplies and services (except Annex No. 2) | from €25,564.59 to €51,129.19 |
How it runs
- The buyer publishes a notice in the Public Procurement Register in CAIS EOP.
- Anyone may submit a bid with an ESPD (Art. 192(3)).
- Clarifications: request up to 3 days before the deadline, the answer is published by the next working day.
- A committee examines, evaluates and ranks the bids; the minutes are sent to the bidders and published the same day.
- The contract is signed within 30 days of the choice of contractor (Art. 194).
Deadlines
| Situation | Minimum deadline for bids |
|---|---|
| Normally | 10 days from the publication of the notice |
| A site visit is needed | + 3 days |
If the clarifications are late, the deadline is extended. If zero or one bid was submitted, the buyer may extend the deadline (Art. 189a).
> Tip: Notices are published every day and the deadline is short. Get an alert for new notices in your sector so you do not miss the week for preparation.
